Econ question, /sci/. This was on our exam and I need closure.

A power company maintains a monopoly in a small town, but is controlled by a town committee that sets its' price at D=ATC. If this monopoly is viewed as a public good and has no competition, will it need subsidization in the long run to stay open?

My reasoning: It is a public good. Therefore it should not make economic profit. At price D=ATC, which is the most allocatively efficient, it is not making profit and is at equilibrium with demand. However, although it makes no profit, it does not suffer any loss, and breaks even, and thus can support itself without any subsidization.
