Since no one has actually answered your question OP, it's because the US education system is build to provide the brightest with the best tools largely at the expense of the rest.

Average students, school quality, and teacher professionalism are better in many countries, but few really push talent like the highest tier American schools.

In short, show great promise and be born into opportunity and you'll be lavished with anything you could want. And the reason why we're in trouble now with an electorate that earnestly believes in Drumpf is because we've been leaving behind the vast majority of students for decades.
