if matter is nothing more than a form of structured energy, then why do people find it absurd that HAARP could cause earthquakes and weather manipulation?

Hi /sci/. This is not a trolling attempt, I may be ignorant but willing to learn. I'm sure you've heard about HAARP (if not, http://en.wikipedia.org/wiki/Haarp)) so the question is: how plausible is this kind of technology to being used already to provoke earthquakes? I'm not asking about whatsoever conspiracies could exist but the scientific basis of it.

high school drop out here - was watching a SETI lecture about antennas and space beacons and shit.

there was an interesting statements and questions:
what if HAARP was used to nudge satellites and space debris to deorbit.

is HAARP a ground based space weapon?

would make a lot of sense with all the dick waving after China's ASAT test and the USA's "saving the earth from a former US spy satellite that is deorbiting"

these are lectures held by respected scientist and attended by people with credentials in the space industry.
