could we build an ion-drive for satelites that would take in the interstellar medium, ionize it and accelerate it out to go to other stars?
Im espeacially interested wether its possible to take in the atoms to ionize from outside instead of bringing a supply of them with the craft

Also why is the ion-beam neutralized with an electron beam instead of making pairs of ions and neutralizing them by shooting them out and together
