IMO, the qualitative part is more important than the quantitative part. Once you have an idea that makes sense, you can come up with 500 different quantified versions until you find the correct one (history of the Biot-Savart equation anyone?) To the contrary, if you eschew the qualitative part, then you won't even have anything to try to quantify. I guess is is fine if you think it's 50/50 between qualitative and quantitative, it's just a matter of opinion. My opinion is that the qualitative part is more than half of the scientific endeavor, but people who come up with proportions like 10/90 or 0/100 are just retarded.
