If IQ tests are supposed to test for intelligence, regardless of knowledge, and obviously genetically humans have been pretty much the same these past 100 years, how come the average IQ in every country is rising so rapidly?

Does it mean IQ tests don't actually test for a person's intellectual limit (since obviously the intellectual limit of people hasn't changed in the past 100 years)?
