It definitely isn't viable at every location, pumped Hydro, but transmission lines are very capable of moving stored power extremely long distances at high voltage with very little loss (relatively). Mountainous areas with aquifers have the large water sources and elevation differential necessary for reasonable adoption, but those areas can transmit power very far away (look at where the power for the hoover dam is used, the distance from the actual dam) so this is less of a concern.

Also you can manufacture water towers, and if the area has a elevation differential of any reasonable height and no water, gravity batteries would fulfill their needs (though less efficiently than pumped Hydro)
