even if some countries are useless, others are less so. russia still has several lunar landers in the works (pic related, luna 25), and the uae just contracts out space probes anyway. argentina will more than likely provide ground stations like they have been. if true that countries like brazil, turkey, and iran are in on the program, then they're at the level that they could provide some marginal utility such as science payloads on chinese landers.
