Both PSLV, GSLV and LVM 3 use Vikas engine as upper stage, which are licensed versions of the french Viking (although with subsequent improvement for LVM 3) which Was designed by Karl Heinz Bringer, a peenemunde engineer and propulsion manager who was a friend of Von Braun and patented the modern gas generator cycle engine, The Viking was basically his Magnum opus.

There’s some video out there of him talking about the Viking and vikas in tbe 90s In french with a stereotypical German accent, will have to find it.
