Yeah, if you have huge ass rockets that can deal with the added mass to the boosters. And the only relevant rocket for that was Energia, which did have a recovery system. But yet again, not propulsive landing.

They never even recovered the regular Energia boosters on either of the two launches it did.

The odd looking boxes on the sides of the boosters were intended to house parachutes and landing gear, but neither of the two launches used it.
