hey /sci/ 2 quick questions,

how would i express this using a formula or other mathematical language:

for 'y', a set of unknown size containing positive integers, x = 1 + 3z. where z = (the amount of # in y that are multiples of 6)

also, is there a mathematical term to floor a decimal? eg. x = n/2 + 1, for n = 9 i want to return x = 5.
