That's not why. It's not a conspiracy. It simply makes sense as perceived scarcity means increased value and in turn, increase profit for producing firms.

This means
1. Oil Companies like the fossil fuel theory so they can justify their high prices.

2. Those generally opposed (environmentalists) are likewise in favor of perceived scarcity and in turn high prices because they hope it will reduce consumption of oil and increase development of alternatives.

There is not even a conspiracy. Scientists more and more are testing and accepting abiogenic hypotheses for hydrocarbon formation (especially in regards to methane).
The best hypothesis is the hybrid model, suggesting hydrocarbons form both ways.
