People need to look at the Qattara Depression Project. This was a proposal to flood a basin in northwestern Egypt. Basically OP, but on a smaller scale.

Cliffs from the German feasibility study:
1. Use 200 nuclear charges to excavate the channel
2. Would provide 6 gigawatts for at least 10 years
3. 25,000 people would need to be evacuated
4. Concerns about erosion and tectonic instability
