I meant chemically. Like >>6113658 said, the degrees of freedom (molecularly speaking) in a cells are several orders or magnitude greater than the degrees of freedom in an atom.

I don't think you can assign an "internal environment" to an atom. I realize that they have constituent parts, but that doesn't qualify them for homeostasis.
