tl;dr Trump wants to go to the moooooon and NASA won't approve it until they have a plan B in orbit in case something goes horribly wrong. Also, this is basically telling the SLS team that NASA admin is ok with doing Orion on non-SLS vehicles if they don't hit their marks.

I wonder what the XS-1's influence on this will be considering it flies in 2022.
