Unless the bomb is strapped to their heads and blows up their brain, it still might take some time to fully lose consciousness. Antoine Lavoisier got decapitated during the French Revolution, but he still managed to blink for about 30 seconds afterwards. The same might be true for terrorists who strap bombs to themselves and blow themselves up.
