They're nearly six years past their deadline and more than $5 billion over budget. NASA fails again, consciencelessly losing fortunes of other people's money in the process, again and delivering nothing of any worth or value, again.
When are the scientists at NASA going to issue an apology for their wasteful incompetence?

Congressional requirements for payload to LEO were higher than what Shuttle-C or other side-mounted SDLVs could attain. They also specifically forced an integrated launcher.
