No. What it does do is reduce the incidence of them by a number of mechanisms. It can induce apoptosis in cells that would otherwise multiply out of control, and it can prevent metastasis and angiogenesis in tumors that do appear. CBD's have also been shown to fight the kind of oxidative damage that produce malignant lesions to begin with.

It has been shown to help shrink tumors in rats and mice, but I wouldn't really call that conclusive evidence that it actually shrinks tumors in humans.
