Krauss is talking about a "prior vaccum like state" which gives rise to space-time/big bang. It is all about symmetery breaking.

The "prior vaccum" state also has flucations, but of space-time. Krauss shows that this state with zero energy, is extremely unstable, and the flucations of space-time will create a fully fucntional universe.
