A simple riddle for the intelligent:

There once lived a turtle dealer on the shore of japan. He sold turtles in boxes to people in small unmanned ferries and let the ferries drift to shore. He would put the number of turtles in the box which would also be the payment a person would have to pay. They would put the payment in the box and drift the boxes back. Each box carried up to 9 turtles at a time. One day he ordered too many boxes. He realized it would cost him more to keep these boxes due to the space they took up than it would to throw them away. The dealer was smart, though. He started to ship out boxes of twos. He usually left the first box empty and put a 0 in it. He instructed the customer to keep the 0 box as a gift and a token of good friendship. They did, and the orders kept coming. "Good problems lead to good business". He said.

One day the king of japan was extremely hungry so he ordered as many turtles the dealer had left. The dealer, at first ecstatic, started putting all his turtles of the day in boxes. He realized he already filled up one of the boxes and had some left over to fill the second box. But there was a problem. He wanted to maintain the token of his good friendship to customers with the king as well. He was smart. "I'll put a box next to the 1 to signify one box full and the box itself. Nobody ever gets more than 0 in the first box, so I'm sure he'll understand." So in a few hours he shipped off two boxes with '1' and '3'. The king, infuriated when he saw the box numbers wondered if the turtle dealer didn't understand how hungry he truly was. However, he was surprised when he opened the boxes.
