Moon colonies but no Mars colonies? Mars has all the elements required to support life and therefore technological civilization. It's easier to build on Mars than on the moon if you're talking about supporting a larger amount of people, as there are entire continent-sized regions that are 60% water ice by mass, it has all the elements in the soil that with a little tinkering can be adapted for growing crops and so forth.
