How scientifically accurate is this Hitler Youth Handbook from 1938? In particular when it comes to the racial science?
Here it says that Europe is composed of 6 primary races: Nordic, Phallic, Western, Eastern, East-Baltic, Dinaric, and that the German people are a mix of these 6 races. About 50% Nordic and then some of the rest. Each race differs in physical characteristics, and also in what they deemed mind (intellect?), and "spirit" (analogous perhaps to personality?).
It also has an overview of hereditary, race fostering, arguing for eugenics (on logical and humanitarian grounds), and against stuff like incest.

American universities attract the best talent, that's for certain. So in that sense, the very best American universities will have the best concentration of talent in the world (such as MIT, Caltech), and in that sense they will be better. But in terms of what is taught or the quality of instruction in isolation, I have little reason to think it would be better. but of course the advantage of having such concentrated talent can't be overstated imo, as it also forces/encourages you to push yourself and meet extremely high achieving people
