You can control-f that whole document and find no mention of Starship. It's worth pointing out is that their NEP or NTP cuckships would be assembled and refueled in high Earth orbit before departing for Mars so those operations help justify using SLS and even Orion over Starship which may itself need refueling to get an equal amount of payload to that orbit.
