yeah i'm trying to come up with a good comparison number from the mathematica paper that convinced congress to back the shuttle in 1972 but it's kinda hard because of how they break down the costs. the three major options presented for launchers (keep current rockets, new expendable rockets, shuttle) were all in the neighborhood of $4 billion a year inflation-adjusted.
