To add to that, Communism is a hell of a drug, that fucks over the economic development of whatever group attempts to implement it - West vs East Germany, North vs South Korea, Venezuela vs other Latin American countries, and so. China lost about 4 decades of growth before their leadership decided that having a working economy would make them richer & more powerful than ideological purity.

Anyways, the way I would phrase it is that a certain level of IQ is necessary, but not by itself sufficient, requirement to be able to do certain tasks. Very few people with an IQ of 90 would be able to pass high level college math courses, even if they put in huge amounts of effort, while most people with an IQ of 130 can pass those courses, if they actually put in the effort. IQ and similar tests are best used a basic filter, to see if it is worth extra time & money for a person to pursue a certain path, like how the military uses the ASVAB to determine what sort of specialty a person is worth training for.

China's HDI is relatively low because they went went through decades of hard core communism; that screws up development for any group. Compare their economic growth with Taiwan's, for example. It is interesting to think on how wealthy and powerful China would be right now if the Nationalist had won, and they didn't have those decades of economic stagnation.
