The main factor is testosterone though various genes and environmental differences have a direct and indirect impact on penis size. There is no 100% correlation.

That said, race is a very politicized subject, not all blacks have higher testosterone levels than other races and all sapient beings should be treated as individuals, however there is a strong correlation which is a well documented fact which you can google for yourself.

Roman emperors often declared themselves gods. What does this have to do with anything? Well of course they were not gods but this does not invalidate their claims as a historical source, it does not mean the emperor did not exist. It's the same with statistics, they reflect populations, not individuals, they are still facts though and they were caused by something that cannot be wished away.

Just as Nero would kill me for telling him he is not a god, I will be hated for informing people they are not gods of gender identity and the truth isn't whatever makes them feels good. There is no mystical world of diverse gender expression, there are only instincts you evolved to make you hump the right thing and various you have been psychologically indoctrinated to feel during your life experiences. Nothing more.
