It would be something like von Braun's "Ferry", an absolutely enormous first and second stage booster with a tiny third stage payload, all of them powered by some horrifically caustic but relatively cheap and easy to manufacture bipropellants.
It would probably leave behind a cloud of horrifically poisonous orange/brown smog.
Either that or it would run off of plot magic, which is usually what steampunk/dieselpunk settings introduce when they just want to slap advanced technology into their setting and are too lazy to get inventive with what they could already work with.
