Btw, when was African culture not in stagnation? If I'm not mistaken, by the time Europeans first reached sub-Saharan Africa in their steel armor with firearms riding fully-rigged ships capable of intercontinental travel it was full of savages in little groups hucking spears at each other, eating mud, and sacrificing babies to the river juju.
