IQ is not only determined by a neurologic baseline but also developed/hurt by the upbringing of an individual. The fact that most nobel prizes and top scientific journals disproportionally come from developed countries proves this fact.
Biologic intelligence traits also play a role on the game, specially if we take into account the fact that pedagogy doesn't play a role on the school system and even developed countries have been stuck in the c.XX french dogma of public teaching; which doesn't take into account the wide variety of intelligence types observed by behavioral/developmental psychologists.
In my last post I also stated the fact that last year I worked into this, read a lot of pedagogy and psychology and actually developed a studying plan suited to get the most of my learning time so there is obviously a lot of accountability, which started in the self reflection of my state and ended on targeted actions.
