Hydrofluoric acid is not a strong acid. It is very corrosive but strong refers to its ability to dissociate - where HF dissociates to very little extent (similar to ethanoic acid; acetic acid) unlike HCl which dissociates to a very great extent.
This is partly due to the strength of the hydrogen-fluoride bonds that are very strong hence require more energy to break them; up into H+ and F- ions.
