What's a good entry level telescope for a beginner astronomer? Budget is <= $200. I want to be able to see Jupiter, Saturn, the Milky Way, etc.

Slightly or maybe not related to the first question, but is working at NASA stable / does it have good job security? I am specifically interested in JPL. I am a mid-career propulsion engineer at a big aerospace company, pretty happy with my current position. Just curious, maybe I'll work there in the future.
