From what I can tell both the Bourbaki and Hilbert programs were more about foundational issues (looking inward trying to rebuild things), personally don't think they're very comparable to Langlands program (looking outward trying to prove new things). A better comparison would be something like the Weil conjectures (which didn't fail in the end)
