What if you could phase out the cities altogether? Very few people really need to go to an office every day if you live in a country with high speed broadband. Automation can drastically reduce the number of people needed in factories and warehouses.
Urbanites already have fewer children, but they could probably be talked into having even fewer with the right combination of antinatalist ideology and financial incentives. As the cities and larger towns shrink they could be rewilded and replaced by better network infrastructure.
