gravity is a term used to describe attraction between objects with mass. also saying that gravity is the same everywhere is as true as saying that protons are the same everywhere
as for gravitational constant, it is as the name implies, just a constant. f=Gm_1m_2/r^2 where G is a constant, and all other terms are variables between forces, but by saying gravity no one ever means gravitational constant, for teh lulz

what op obviously meant, is that the acceleration due to gravity is the same regardless of distance, which is a terrible assumption to make in the first place.

and then, there is the problem of having loads of variables, such as the material the density strength width and all that material science shit. It can all be written algerbaically for sure, but then in the end without any real values, you could make the rope 1 meter long but have mass that of a moon and strength that of your shoe laces, im pretty sure that would snap :(
