I'm sure it is. A lot of blacks are poor and under educated in the US. They live in poor urban environments. I look at the numbers and come to the conclusion that it is the environment that contributes a lot to IQs. You've given me further evidence to my own opinion with that chart showing it by country. It's obvious that the environment you're brought up in is a significant indicator of IQ scores.

Also, I know one of the studies that this poorly written paper is quoting wrong. Organizations do benefit from diversity when it comes to problem solving. However only ideological diversity works. This is because when everyone has different viewpoints they are less likely to fall into "groupthink" and more likely to bring up issues with the current plan/solution that they wouldnt in a group that consisted entirely of their own peers.

Its also funny that if someone posted a study showing men have greater spatial reasoning capabilities than women no one would get butthurt. I honestly dont know about this "ambiguity" bullshit but it wouldnt surprise me if it was true.
