do human organs scale with size and height? if they do or don't, what would that mean for surgery?

you don't need eugenics when you already have sexual selection and natural selection (to a lesser extent).
both men and women don't want to breed with retards and the disabled and that's more than enough.
also humans view of what's good and bad is very subjective. if you systematically select for taller men, "smarter" men (i.e. either bigger heads or better school grades) or whatever is popular today then you will end up decreasing human genetic variation and you will introduce a shit ton of problems.
