How do I into this for general relativity?

I know it is right to say "These two events happened approximately same time". But is it possible for multiple events to actually happen at exactly same time? Are there some sort laws of nature which apply instantly without any sort of delay? For example in quantum/atomic level? It doesn't matter are the events related to each others or just multiple random events different sides of universe.
