Well that's a stupid criterion because there may be a job that only 1/million Black men can do, so in practical terms it'd be uneconomical to consider Blacks for the role, but nevertheless there would be that one Black guy who could do it. In real terms, it's statistically impossible that there will ever be a Black Newton, Mozart, or Faraday.
