algorithms may be able to detect new content but they can't detect if the new content is any good or not. They can make an attempt by measuring how often a new meme is reposted, but really what that'd be doing is reinforcing all the forced memes.
In such a scenario where an AI generates memes based on how frequent they're used, or even a troll farm full of humans generating memes based on their use frequency, what you'd end up is an AI/farm that pumps out tons and tons of shitty variations of the same thing. Like thousands of wojack and pepes.
I'm not saying wojack or pepe are bad, just that they're stale memes to the point where old 4chan would have abandoned it like the plague.

tl;dr AI will never be able to measure if creative ideas are actually good ideas or not.
