Lol, no they didn't say that. Tempteure is not a "reference frame". They said the particle had zero momemtum. Your problem is that you keep relating mometum of a single particle to temperture. Why do you keep doing this?

If I have a single particle (or few), I cannot define the temperture of this particle. Tempeture is a "statistaical measure" involving a "volume", not a "actual measure" or "property of a particle". A individual particle has no temperature, no matter what its momentum is.

Time Dilation really has nothing to do with temperature. Time dilation involves moving "reference frames", temperature is a stat measure related to the average mometum of partciles within a given volume.
