Nobody would want to live there, which is why scuba is a hugely popular sport and people regularly fly to locations like Florida, Hawaii and Cozumel at great expense to dive there.

Yup, people regularly go live in the desert, mountains and forest but they'd never want to live on a coral reef. Makes perfect sense.

How come we have an active base orbiting in earths lower atmosphere yet we still have yet to make something on par under the ocean?
I mean, wouldn't it be a hell of a lot easier to make a habitable base/observatory/whathaveyou underwater than in space?

There's so little investment in ocean science they can't afford all new subs much of the time. That's changing, but most of the new money is in private access to the deep sea, like Virgin Oceanic, Kona Blue open ocean fish farming, Nautilus Minerals, Neptune Minerals, and Flexblue subsea nuclear power. The pure science will probably (and unfortunately) remain under-funded even as private industry is expanding into and developing the resource and energy potential of our global ocean.

You're assuming that building colonies underwater would ruin the local ecosystem when all of the available evidence shows that it actually benefits local organisms. This is counterintuitive but makes plain sense when given thought; Internal combustion engines won't work underwater so all undersea vehicles and machinery are electric with no local emissions, power is most effectively generated from OTEC and turbines in the gulf stream thereby providing reliable 24/7 baseload power from zero emission sources, and structures are prefabricated on land and then sunk into water without disturbing the local landscape as land development does. On top of all of this all structures we put into the water become artificial reefs which serve as homes for countless reef creatures.

It is a uniquely clean way of living, not by intention but as a consequence of the technologies used.
