NTP sucks cock for Earth-Mars runs because you can't take off from, aerobrake into, or land on either planet. If you want to use nukes for Mars send nuclear power generators for surface use as payload in a chemical rocket.

DRACO is being funded by DARPA because high endurance impulsive maneuvering inside Earth's Hill sphere, aka orbital warfare, is something NTP does a LOT better than chemical.

IIRC back when management was seriously targeting daily launch the intent was to demythologize spaceflight by making so damned many rockets that nobody cared about the name anymore, like Boeing or Cessna's numerical model numbers for airplanes. Comparisons to general aviation and the car industry were common.
