there's a big difference between electric pump fed engine, electrostatic (like your Hall effect thruster) and electric propulsion (like the EM drive nonsense)
hall effect thrusters obviously do work on a spacecrafts, but I wouldn't call starlink satellite "a rocket"
ion engines cannot work on "a rocket" (ie. orbital launch vehicle) and I know you know all of that
