Okay, found the source. They don't take into account different soils or factors such as increasingly variable weather or forest fires (which are becoming an increasingly significant issue in Canada for example).
As for soil quality, I don't know enough to give an informed comment. I know northern Canada has a lot of acidic muskeg which is completely unsuited for agriculture.
