One way to derive it is writing it as such and adding them together:

Each one of the n columns adds to n+1, and we double counted them by writing them twice so you divide by 2.

Well if they're claming something is a maximal ideal it's saying that you can't add any other element without getting the entire ring back, which should make sense if you think about how they defined Mi.
