Oh yeah, sure, ezpz. First, everything slides across the floor, then it floats off the floor. Then when spin starts again, it falls in whatever position it drifted to. You can't just stop rotating on a dime, and it takes a lot of rotary throost too. There may be a few more options for contra-rotating rings, but then it's complicated to keep hull integrity between them.
Docking in the hub isn't so bad if you start rotating your ship on the way into the docking bay, then you can be towed or roped into a docking port along the wall of the bay.
