It's really easy.

Start multiple forums with different URLs. Populate each with a different strawman-samefag of the type you wish to cultivate, plus a few forums with the type you don't like. Now people will naturally gravitate to the forum of their character. You will have to keep the bad forums open to isolate, but you can also sell their IPs to intelligence agencies.
