of course it can be debated whether aliens would even bother using radio technology. but sadly we have no other reference point than ourselves, and the thing is that we still use fire. even though it has been around for much longer than modern humans have been we are still finding uses for it.

the same goes with radio technology, even if they were some intergalactic empire we don't know about. there is still a chance that they are using radio technology since electromagnetic radiation is so easy to produce.

but i don't think the wow signal contained any messages though. it is more likely it was simply a radar signal that they were using to map out some stuff in their sky.
