It fell apart before he left. Saturn V not receiving a second production run, itself a death knell for any expanded program that built upon Apollo, was a done deal by 1968. Political discussions/budgeting in 1969 only reinforced that: Congress/the President/the Office of Management and Budget were debating whether any manned space operations were in the national interest, not space infrastructures or missions to Mars.
NASA historian T.A. Heppenheimer sums up what happened as:
