Never seen one w/out it either but >>10057022 tells me that my GPA'd suck with an engineering bachelor for some reason; so i was asking if there'd be an alternative to a Bachelor in engineering as the step towards a neuroengineering Masters degree that doesn't screw over GPA + is relevant to the field.

The whole premise of having good GPA, but no skills in engineering is estranged to me though: why would I consider this if my Masters is (partly) focused on/ specializes in the skills i can get with my bachelors.

Come to think of it, the whole point being made is kind of moot, as with a non-engineering bachelor i wouldn't have the/any relevant skills needed for the master; no matter what my GPA is, if i have the relevant skills i can make it fit by specializing with those skills inside the NeurEng field or something.
